Welcome to Roisin Markham’s portfolio of work for stronger participatory democracy through civic society engagement, social infrastructure, ethical tech & digital infrastructure, agency and innovation.
This page is to support my application for Program Manager, Europe – People Powered May 2026.

Strategic programme manager, learning designer, and participatory democracy practitioner. I build capacity-building programmes, tools, and resources that help people move from insight to action, and I work across policy, partnerships, and delivery in complex stakeholder environments.

Why I’m a fit

  • I design learning programmes, toolkits, and practical resources that support behaviour change and adoption.
  • I bring participatory democracy experience through IDEN, civic engagement, and policy-facing work.
  • I am comfortable working across communities, academics, civil servants, and partner organisations.
  • I have strong programme management, facilitation, reporting, and coordination experience.

IDEN, Irish Doughnut Economics Network – Founder.
A national network advancing economic literacy, participatory practice and regenerative economics. We partner with social and environmental NGOs, the public sector, civic society at the shared island, national, regional and local levels. Building capacity through movement labs, public engagement, virtual cuppas – open learning circles, webinars, youth leadership and intergenerational mentoring, and policy submissions.
An active DEAL, Doughnut Economics Action Lab Network, IDEN is part of their global network of networks. Resources are shared, used and learnings are codified back to DEAL.

ESB Sustainability Navigators Programme 2024-2026

I designed and delivered a learning journey that turned sustainability ambition into practical tools, facilitation, and capability building inside a large organisation.

Delivered a Strategic Programme Review Q1 2026 – research, thought leadership, workshop facilitations with senior stakeholders.

SMART D8, Tyndall and BIX Co-Design in Dublin 8

I designed and delivered the work to build practical capability and capacity for adopting new ways of working for co-designed health outcomes:

  • Research and baselining knowledge and skills
  • Co-design 101 how to get started, digital training.
  • Co-design Lab & coaching: learning through participatory practice with the broader community across enterprises, universities, civic society and different partner teams.
  • The Co-design Fundamentals Toolkit was created post Lab with learnings and how-to resources. It was disseminated as a digital standalone resource across partner teams.

Design research with Customer Service Agents (Teammates) was a cultural change within eBay.
Designing with Customer Service Agents not at them.
The discrepancy between perceived truths and empirical evidence was highlighted through rigorous research processes that my team delivered.
Tackling confirmation bias when subjected to actual research, long-held beliefs within the business were challenged and contradicted with data.
The series of concept sketches were purposely presented as hand-drawn. They effectively communicated the new customer agent workflow was ambitious but not set in stone. They gave stakeholders, senior leaders and multi-disciplined global teams concepts to have robust discussions. The drawn concepts introduced an invitation to think differently and challenged the lack of business ambition and thought leadership for the service design blueprint.
My interests in disruptive technology, entrepreneurial ventures, broad societal shifts and employee well-being at the core informed this work.
